He appears as a cameo and seems to have short hair again like in the first film and dancing with everyone when both worlds are united and that the barrier is broken and participate in Mal and Ben's engagement party.

The dancer that portrayed Jonas, Navid Charkhi, has previously appeared in Descendants.
Coincidentally, both of his characters in the two movies shared a similar scene with Evie. In the first film, he could be spotted among the vendors during the musical number of Rotten to the Core. Evie came to him and flirtatiously pulled his scarf. In Descendants 2, during the sword fight, Evie did the same as she said: "Nice scarf. It's mine now".
This could indicate that they are the same character, or just an allusion to the first film.
