The scissors are a pair of scissors used by the Fates in order to cut the thread of a mortal.

Prior to Hades' arrival back into the Underworld, The Fates cut the thread of life of a mortal woman as she descends down into the River Styx. Later on, The Fates then cut the life thread of Megara after she is ultimately injured, the latter is then sent to the River Styx only for Hercules to make a deal with his uncle that Megara would be free in return for his own soul, after the deal is made, Hercules dives into the River Styx to retrieve Megara's soul, The Fates attempt to cut Hercules' thread only for his godlike strength to return due to his would-be-sacrifice, his thread then turns golden upon his immortality returning.
